They were in the works, might have been a summer blockbuster, but Hollywood gave them the ax, or put them on the shelf indefinitely.

Justice League. This movie was gonna be the Avengers of Warner Bros. bringing together all their DC superheroes. But between Aquaman, and Wonder Woman movies never being made, Flash still being in the works, and the price tag for the likes of Christian Bale, and so many stars, it's been picked up and put on hold many times, with constant promises that it will be coming out soon. -

Black Panther starring Wesley Snipes. This was supposed to come out in the early 2000s, but the project never took off. -

Sandman has been in the works on and off since the early 90s. Still just in the script stages. -

Sam Raimi's Spiderman 4: Carnage. To redeem himself for Spiderman 3, he was gonna make a badass 4th Spiderman with Carnage. -

1980s Cannon Spiderman movie, starring Tom Cruise. This film was gonna diverge from the original comic book, and give Spiderman 8 arms, and make him a bit more spider-like than human-like. Sounds like it would have been more like The Fly. -

Wachowski bros' Plastic Man. Before the Matrix, in the mid-90s, the Wachowskis planned to make Plastic Man. They were going to go more in the eco-terrorist superhero direction with a twist of comedy. -

Hawkman. This project for Warner Bros in 2011 never took off. -

Tim Burton's Catwoman, starring Michelle Pfeiffer. This would have been so much better than 2004's Catwoman. It stalled for too long, and eventually did become 2004's Catwoman with Halle Berry. -

Peyton Reed's Fantastic 4 with Paul Walker, Charlize Theron, and Jude Law as Dr Doom. -

Live action Batman Beyond. Based on the animated series. -

Dr Strange has been in the works since the 80s. Picked up then abandoned multiple times. -

Oliver Stone's Elektra Assassin. This 90s movie was abandoned when Elektra was bundled together with more charcters for a Daredevil movie which was picked up by 20th Century Fox for the 2003 Ben Affleck version. -

Green Arrow: Supermax. In this movie, the Green Arrow was supposed to escape a maximum security prison for superhuman criminals. The script was promising and original, but this project is now sitting in Hollywood purgatory. -

X-Men Origins: Magneto. It was abandoned as a stand alone movie, and just incorporated into First Class. -

Tim Burton's Superman Lives, starring Nicholas Cage. In the 90s, Warner Bros hoped lighting would strike twice with Batman's director doing a Superman movie. Kevin Smith wrote the script, and the producers forbade Superman to fly, or have his traditional blue and red tight outfit which they described as faggy. After many script changes, many disagreements, everyone got fed up and abandoned the movie. -

Batman: Year One. Based on Frank Miller's work. It's a lower class of Bruce Wayne who drives a Lincoln continental and has to make his own gadgets on a budget. This was before Chris Nolan's batman, yet Christian Bale was already the first choice for Bruce Wayne -

J.J. Abrams' Superman Flyby. This action packed Superman would have been packed with kung-fu, government conspiracies, and an alien Lex Luther. -

James Cameron's Spider-man. This early 90's Spider-man movie would have had Arnold Schwarznegger as Dr Octopus. -

Wonder Woman from the writer and director of the Avengers movies, which would take place during WW2. -

Green Lantern starring Jack Black. And yes it would have been a comedy about how Jack Black is ineptly using his superpowers in comical ways. -

Shazam or Captain Marvel movie. With scripts problems this project stalled and was abandoned. -

Preacher. Awesome comic book about a priest with the ability to control people's will. In the early 2000s, Columbia pictures was looking into making this into a movie. Because of budget concerns and the difficulty of adapting it into a movie, this project was stalled, permanently.
